Officer Michael DeFrance is the hardest working officer at Kingston Police Department and he really cares about the safety of the community. He treats everyone with dignity and respect.  The District Attorney’s Office has described Officer DeFrance as “solid as they come”.

In 2018 Officer DeFrance made 25 of the 50 impaired driving arrests for the department.

Sandra Daw, STOP DWI Sr. Assistant, Sheriff Mike Lewis and Deborah Stitt, STOP DWI Administrator at his "Winning Interdiction" training held at the Bloomington Firehouse on 6/5/18.  60 law enforcement officers from the region attended. 

On Thursday April 12, 2018 the Ulster County STOP DWI participated in the Midhudson DWI Enforcement Conference, New Windsor, NY  and recognized several officers for the diligence in DWI enforcement.  We are honored to have recognized Police Officer Michael DeFrance, Kingston Police, Officer John Zani, Town of Lloyd Police and Officer Curt McDermott, Town of Shawangunk Police, Deputies Donald Corso and Chris Heimink, Ulster Sheriff's Office and Troopers Dennis Carolan, Robert Eggering and Joseph Alma.  We thank them for their outstanding service and commitment to keeping our roadways and communities safe.

The Ulster County Sheriff's Office is proud to host the "Prescription Drug Exhibit", provided by the New York STOP-DWI Foundation.

 The display consists of twenty-four panels which detail the dangers of driving while under the influence of powerful prescription drugs. Large, freestanding, vertical panels contain newspaper articles, timelines, personal statements and profiles of the drivers and victims.

 Three Upstate New York traffic incidents are described, in which drivers who underestimated the effects prescription drugs would have on their ability to drive safely killed a total of five people.

 The victims were an 11-year old girl sitting in the back seat of a van that was rear-ended at a school bus stop, an adult male bicyclist who was run over and dragged up the road and three women who were struck and killed while standing in the covered front entryway to a church.
